You can walk from the gate to Disneyland to the gate to DCA in about 2 minutes. It's true though, the Tower of Terror is at DCA. Buy admission to both parks so you can hop from one to the other. They have "hopper" tickets or if you are local you can get a deal on a "2-fer ticket" for one park one day and the other park the next day. Take a day to explore each! CA is themed as, basically, all the good things about california, plus a bit of Disney/Pixar added to the mix. Disneyland is purely Disney/Pixar rides/attractions, so the two are different.
