Disneysea is the original park which exists only in Tokyo. As for which is better, it depends on each person. Some people say TDL is better but some others say TDS is better. Actual Tokyo Disney is sort of like Florida's Magic Kingdom; it's lots of character stuff and cute things. That's what the Japanese like. But Disney Sea has more of the rides from, say, MGM Studios and Epcot. It has some character based stuff (like a mermaid area and Aladin stuff too I think) but the main idea is to have lots of exciting rides.
