I went to Tokyo disneyland when a typhoon was coming thru and I still was able to ride Big Thunder Mountain twice in a row.
It depends on the intensity of the wind and volume of rain. It was windy and rainy for us but it wasn’t a downpour.

On a rainy day, parades and shows are canceled. But attractions work unless you have really heavy rain.
I think Big Thunder Mountain also works on a rainy.
